MONROE, Ga. — A Monroe police officer was suspended without pay after breaking his department’s code of conduct while responding to a block party during the weekend.

A cellphone video shot in the Monroe Estates neighborhood seems to show a police officer deploying his Taser on a man — identified in media reports as Ivan Tory — while dragging him off a porch Saturday night.
