Meeting set to address Highway 78 landfill

The owners of the Caruthers Mill Construction and Debris Landfill will have a public meeting to present the site’s remediation plan and to answer questions from residents concerning the odor problems emanating from the landfill.

The meeting will be at 7 p.m. Thursday at Mount Enon Baptist Church, 3791 Mt. Ena Church Road, Monroe.

Officials from Advanced Disposal to be present at the meeting will be Tom Nelson, vice president of landfills; Michael Stubbs, engineer; Len Necaise, manager of the company’s Georgia landfills; Charlie Appleby, site manager; and Marcie Kreager, community affairs manager.

In November, the Georgia Environmental Protection Division issued a violation to the construction and debris landfill and Advanced Disposal was given 30 days to reduce odors emitted from the site following numerous complaints filed with the state agency as well as county officials. Since then, Advanced Disposal has been following a remediation plan they submitted to the EPD earlier this year. In their remediation plan, Advanced Disposal officials said they have taken steps to prevent additional odors from forming, including reducing the open area exposed to precipitation, completing the initial lift of waste and direct stormwater away from the active filling operations and improving drainage at the site. In addition, officials from both the company and state EPD visited the paper production plant and found no problems in their process. Advanced Disposal will also pay for a third-party engineer to inspect the progress of the improvements monthly.

Steps taken thus far to address the odor problem, in addition to the tests of the lime slurry, include injecting lime into garbage sites already buried at the landfill and the application of more than 400 tons of lime as well as an odor-control product that helped but did not appear to be an effective long-term solution, according to officials. They are also considering the viability of horizontal collector trenches as an alternate to a vertical extraction system, according to the report.

Advanced Disposal representatives met with EPD officials Feb. 1.

“Our plan was approved by the EPD for remediation of the odor from Caruthers Mill and the outcome of the meeting was good,” Kreager said. “I will, however, emphasize that we were implementing this plan three months prior to our meeting with the EPD. We have also hired a third-party engineer to evaluate our progress.”

Recent discussions between the two parties centered on how to adjust the pH level of the site. A lower pH level can result in the hydrogen sulfide turning into a vapor, which officials cite as the source of the odor. Adding lime raises the pH level.
